The Maoist insurgency has
assumed alarming proportions. From a faint rumble in the remote
hills of the Midwest, the Maoists have today emerged as a national
force to reckon with, spreading to almost all the districts
of the land. Is their rebellion a problem, a solution or the
symptom of a deeper structural malady? And is the state here
heading toward a failed state as many already have begun to
speculate? Peace, like its converse conflict, remains poorly
understood so far and what understanding there is appears to
be like the tip of an iceberg most of which remains submerged
demanding sustained and systematic probing.
Covering twelve sectors related closely
to the theme of armed conflict, sectors that range from constitution
making to security sector reform and from elections to truth
commissions, this volume draws upon conflict data of over twenty
countries during the past fifty years. It concludes that conflict
behavior must be understood within a larger social context and
in a larger international framework. The lessons that emerge
from the contours of country cases of peace and conflict included
in this exercise not only provide a theoretical ground for peace
building, but also offer the hope for a sustainable peace for
a nation riven apart by restructuring the conventional approaches
to conflict.
The Maoist Insurgency and Nepal-India
Relations
This book deals with four
major issues related to Nepal India Relations in the context
of Maoist insurgency in Nepal. The four issues are the open
border regulation, proliferation of small arms and light weapons,
water resources sharing between Nepal and India and India's
possible role in future peace process in Nepal. The first chapter
summarises the above four major issues in contention and the
last chapter makes some projections on the future course of
relation between the two countries in the context of Maoist
insurgency in Nepal.

Interaction on Conflict Transformation
and Peace Process
This publication consists
of proceedings of three interactions organised by FFP. The first
one is with Mr Dan Smith, Secretary General of International
Alert and the political party leaders of Nepal, the second one
with Prof Dr S D Muni, Professor of Jawaharlal Nehru University,
New Delhi and various confclit stakeholders of Nepal and the
last one is the interaction of religious leaders of Nepal on
the role of religion and spirituality in confclit transformation
in Nepal.

Briefing Paper
: "Security Sector Reform in Nepal - Challenges and Opportunitie"'
A research report on 'Security Sector Reform
in Nepal: Challenges Oportunities has been completed. It was
presented at a national workshop organised on July 27, 2004.
The report is now under publication. It was prepared by Prof
Dhruba Kumar and Mr Hari Sharma. The report analyses the problems
of the Security Sector Reform and recommends ways for developinng
a well-organised security sector accepting democraticc control
and civilian oversight.

A research paper on 'Nepal's
Discourses on Constituent Assembly: An Analysis' has been published.
This paper was written by Prof Krishna Khanal and was presented
at a national workshop organised by FFP on 5 December 2004.
This paper analyses the history of constitution making in Nepal,
makes comparision of Nepal's constitutional process with those
of other democratic countries and draws the conclusion that
the election to the constituent assembly is the only way of
bringing about a durable peace in the country.

Security Sector Reform
in Nepal
Under the theme of security
sector reform, this paper explores the present status of Nepal's
security sector, compares different international approaches
to security sector reform and recommends ways to bring about
reform in the security sector management in the specific context
of Nepal.
Constituents Assembly
Constituent assembly is a
popular topic of current public discourse in Nepal. It is considered
as a way out of country’s current crisis including Maoist
insurgency. After the failure of negotiation between the government
and the CPN (Maoist) twice, people are of the view that there
is no harm in accepting Maoists’ demand of constituent
assembly if it can restore peace in

has been published.

Documentation
of Peace Intiative at Local level
Peace Initiatives in Dolakaha and Ramechhap Districts: A Rapid
Assessment
Researches were carried out in 14 districts
of the country with a view to make case documentation of conflict
related incidents, structural damages and local peace initiatives
in these districts.
The first one covering Dolakha and Ramecchap
has been published. It was carried out by FFP research team.
This research report gives a first hand experience of conflict
scenario, people's perceptions and local peace initiatives carried
out by various stakeholders at local levels
The Sri Lanka Experience
This booklet is the outcome
of an experience sharing programme organised on the dynamics
of conflict and peace process in Sri Lanka at the FFP office
on July 1, 2004. The content of the booklet is nearly a verbatim
record of experience-sharing with Dr.Paikiasothy Savarvanamuttu,
Executive Director of the Centre for Policy Alternatives (CPA),
Sri Lanka, on the circumstances leading to Sri Lankan conflict,
ceasefire, peace negotiation, third party mediation and status
of armistice that has been in place for more than two years.In
his talks Dr. Saravanamuttu tries to cast a prognostic view
on the conflict scenario of Sri Lanka and shares the lessons
and experiences gained in that country so that the negotiators,
mediators, facilitators and the warring parties in Nepal might
benefit by using them as a knowledge base for conflict transformation
and building durable peace.
